The Senators of Marsabit, Mandera, Wajir and Garissa are on the spot for sheltering their governor’s from the Senate’s Public Accounts and Investment Committee grilling. Hits and Misses learns that the respective Senators are colluding with other powers to prolong their nonappearance for as long as is possible. Is money changing hands? Of all the NFD governors, only Governor Kuti has appeared before the senate committee.

A Governor from NEP is said to be launching fake projects for the soundbite. One budgetary allocation is said to be used to launch 2 projects. Uncosted and unaccounted for budgetary allocations are sneaked in after Assembly’s approval say some of the executives. This they say is to cater for expenses outside the official budgets and beyond the provisions of the public Finance Management Act, an action they say is alienating the Governor from both the executive and the public.

A select Committee is up in arms against a member of parliament who represents a constituency from the NFD Counties we hear. Members who requested anonymity to avoid embarrassing their member (these are their words) say the member talks a lot saying nothing. They say this is taking a considerable amount of time that would otherwise have been used to deliberate other committee business. One of the members say the new member goes in cycles in ”his substandard contributions saying the same thing”.
