IEBC has completed the process of verifying the 1.2 million signatures submitted by the Punguza Mziko team lead by Dr. Ekuru Aukot. IEBC is satisfied that the initiative meets the threshold to officially begin the push to amend the constitution. The draft bill will now be submitted to the 47 County Assemblies within the next 3 months, and if 24 County Assemblies approve the bill, it will move to the Senate and National Assembly who will either approve or reject it.
The Bill will be ready for Presidential Assent if it gets the backing of the majority of the members of the two Houses. It would, however, be submitted to the people for a referendum should it fail to get Parliament’s approval. The bill seeks to reduce the number of legislatures to 147 and the number of Counties from 47 to 25. It also proposes a 35 per cent increase of devolved funds from the current 15 per cent.
