MCAs Seek to Impeach Wajir County Agriculture CEC

The County assembly of Wajir has today given a notice of a motion to impeach Agriculture, Livestock and Fisheries CEC Yusuf Abdi Gedi for ”gross miscoduct and suppression of substantial bills”. The impeachment motion submitted by the Habaswein MCA Hon. Hussein Abdirahman who is the Chairman of the Committee on Agriculture, Livestock and Fisheries has been certified urgent by the speaker Hon Yaqub Maalim. The motion reads in part ” Regretting that the conduct of the CECM Mr Yusuf Abdi Gedi through his actions and omissions, has caused the county great embarassment and brought the Offic of the CECM into disrepute contrary to the gamut of laws on conduct of the state officers of his caliber, the Assembly Resolves to remove the CECM Mr Yussuf Abdi Gedi as holder of the office of the CECM for Agriculture, Livestock and Fisheries of the County Government of Wajir, Pursuant to section 40 of the County Governments Act, 2012” The motion details various miscoducts and acts of commisions and omissions that the Assembly levels against the CEC. The CEC is accused of ” interfering with procurement processes with a view ”to have tenders awarded to parties close to his proxies”. The companies mentioned include Hamusa Ltd, Hailow Trading Ltd, Worlways General and Gold Link. The motion accusses the CEC of presiding over stalled projects ”despite the department allocated enough money, the removal of 19 projects from IFMIS delayed payment of the said contracts, a violation of sections 176(a),(d) and (g) of the public procurement and Disposal Act 2015. The motion also mentions intimidation and threats against officers that has led to the resignation of former CCO Mahat Mohamud who was a former First Community Bank Manager and the transfer of Mr Abdullahi Ibrahim.

Hon Abdirahman said the motion has 80% support from the members. The MCA said the CEC has failed to act on important bills that are of priority to the County such as the rangeland bill, livestock production bill among others that have at the draft stage and cleared by the technical directors of relevant departments. The MCA said ”CEC Gedi has shelved all these important bills despite the assistance we got from diverse organizations”.

The motion is expected at the floor of the house tomorrow for debate.
