Public Participation Exercise Turns Chaotic
Public participation event called by the County government of Isiolo went chaotic after a section of the youth who were invited refused to acknowledge the legitimacy and process of the exercise. The exercise turned to a rowdy exchange of angry words as verbal altercations got worse. The youth accused the Excutive of “using” them to rubber stamp a deal that has already been sealed. The Youth have raised concerns over a number of clauses in the deal which will see Living Goods take over the running of a number of health facilities.
The Youth said they are angry at the way the deal was signed and how the Members of the County Assembly were used to ensure it goes through without having a serious look at the document. “Its very unethical that MCAs would support the executive even in matters that could have seriously adverse consequences on the status of health,” said one youth who sought anonymity.
The Youth who attended the event said they will not accept the plan because it lacks serious deliberation. They reitrated that the spirit and letter of the law regarding public participation has been disregarded. ” Its utter disregard of the constitutional requirements for a public participation exercise as this is more of a political rally rather than listening to their concerns regarding the Public Private Partnership agreement the government has already signed with the companies”. “The deal with Living Good is taking effect tomorrow according to the documents and am wondering why call for a public participation now,” said another angry youth.
