Senator Dullo terms County’s MoU on Health ‘illegal’
Senator Fatuma Dullo has released a detailed response to the MOU that was released by the County Government of Isiolo on the PPP that the County signed. In the detailed response the Senator has highlighted a number of key issues that according to her renders the MoU illegal, null and void. “The Country of incorporation of Philips East Africa and Dreams EP are not identified in the MoU. As such these two “entities” are not legally recognised entities with the authority of the law to engage in any manner. ” The Senator wrote in her letter.
The letter has noted with distrust the nature of the MoU with no clear mandate of duties of the two entities leaving Isiolo in a very peculiar position. According to her ‘sharing responsibilities’ as mentioned in the MoU is worrying as the County is the only constitutionally acknowlege body to provide health to the residents of Isiolo. The Senator feels if the County Government is overwhelmed with the docket then they should relinquish it back to the National Government.
The Senator has urged the County to halt all the engagements with the two entities untill a clear and precise procedure is put in place, urging the executive to benchmark other Counties thag have put in procedurally and within the law embarked in the same venture.
